Tehran has signed an agreement with the UN's atomic watchdog that gives it access to several of Iran's nuclear facilities, including the controversial Arak heavy water plant. But there was no progress in the latest round of talks on how to limit Iran's nuclear programme. France is widely blamed for stalling a breakthrough, while Israel lashed out at its allies for negotiating what it called a 'dangerous deal'.
